1.) Open both of your images

2.) Select your pen tool (P) and begin to outline the eyepatch. Once you have it selected right click inside the area and choose "make selection". Hit CTRL + X to cut out the selection.

3.) With the otter picture selected hit CTRL + V to paste the eyepatch into this photo. Resize and rotate accordingly.
