Go to Filter > Render > Lighting Effects and fill the settings as you see in the image above. Also use the transform handles on the Lighting shape to change its size/orientation.
This is how your image should look after applying the Lighting Effects filter.
Double-click the shape layer to go into the blending options. Go to Outer Glow and change the parameters as you see in the image above.
