Keep on duplicating the white bristles and confront with the Front Viewport to see which one you need to rotate or move up.
Now drag another copy for the orange bristles. Go to Material Parameters rollout and change the Tip Color to orange and the root color to a darker orange. Make more duplicates and arrange the according to the blueprint.
Repeat this step for the blue bristles and you have just finished a really nice toothbrush.
