Throw a MeshSmooth modifier with 3 Iterations and the dart body is finished.
Let's create the fletching now (the tail). In the Front View create a Line like you see above. You can use these coordinates for the vertices and then move the line in place (X,Z): 1(70,0), 2(85,14.85), 3(106,14.85), 4(117,0).
Convert the line to an Editable Spline. Then select the topmost two vertices and Fillet them about 2 units.
