Switch to Border subobject mode and select the border which was created after the deletion of the polygons.

Hold Ctrl and click the Edge subobject button. This will ensure that the edges which form the selected Border will stay selected.

In the Front View hold Shift and move upwards the selection to create new polygons (basically you are extruding the edges).
