Select the polygon at the bottom of the support. Bevel it (Height: 12; Outline Amount: -14) then select the edges as shown and chamfer them 0.05 units.

It seems the bottom poly we beveled is a bit too wide so I shrunk it with the Outline tool -5.75 units. After you've done that extrude it 21 units.

Chamfer the edges highlighted below 0.01 units and throw a MeshSmooth with 2-3 iterations on our object and we're done! This was quite a difficult tutorial, but now you know how to model a really nice fluorescent lightbulb.
